Your Safety Obligations

The Electricity at Work Regulations 1989 require that any electrical equipment that has the potential to cause injury, is maintained in a safe condition. However, the regulations do not specify what needs to be done, by whom or how frequently. PAT Testing is simple and cheap way to achieve this.

Is PAT Testing compulsory for rental properties?

The Law requires landlords, who let residential accommodation, to ensure the electric equipment supplied is safe. PAT Testing is one way that a landlord can ensure the electric equipment is safe.

The supply of electrical goods and portable appliances occurs at the time the tenancy contract starts. It is advisable, before tenancy starts, to inspect all electrical portable appliances. What needs PAT Testing?

A common guideline for PAT testing is that any electrical device with a plug that can be moved should undergo testing.

This includes a wide range of items such as:

  • Microwaves and portable grills
  • Toasters
  • Kettles and coffee machines
  • Televisions
  • Stereos
  • Lamps
  • Vacuum cleaners

Larger appliances like fridges, freezers, washing machines, and dishwashers might seem fixed, but they are considered portable for testing because they have a plug.

Similarly, items fixed to a surface but connected to a plug socket, like heated towel rails, are also recommended for PAT testing.

Extension leads are frequently tested as they can be common safety hazards. While it’s best to avoid using extension leads where possible, if they are provided to tenants, it’s prudent to have them tested.

Where are we based?

Our PAT Testing drop in service is conducted from our manufacturing facility in Speke, Liverpool.  We are based 5 minutes away from Liverpool Airport, and just off the A561 on the way into Liverpool.

Why PAT Testing is a good choice for Landlords?

Is Portable Appliance Testing a Law?

The law states that all electrical equipment within a rental property must be safe to use. The landlord has a responsibility to ensure electrical equipment is safe before tenants move in and during the tenancy too.

The Electrical Safety Council recommends landlords make visual inspections on electrical goods. This means all mains electrical equipment is safe when supplied in a rental property.

It is good practice to have the equipment checked before a property is let, and at regular intervals thereafter. You should get and keep test reports detailing the equipment, the tests carried out and the results.

What is a Portable Electrical Appliance?

A portable electrical appliance is an electrical appliance that can be moved when in use. This also includes any appliance that can easily be moved from one place to another – items such as a vacuum cleaner, toaster, food mixer, laptop, etc.
